If she was the one that decided to stay "just friends" then I would have to say that she only sees you as a friend or that she is unsure if she could see you as more. She could just be afraid to start a "more than friend" relationship in fear that if it doesn't work out then you can't be friends. It's hard for girls and I'm sure guys to picture a friend as more than a friend and sometimes if one person feels differently it can ruin the friendship. I would suggest really talking to her about it and I would do it in a way that would say to her look I really like you and I want more but if you say no I will still be your friend. Just let her know you are putting yourself out there and if she tells you she doesn't know or she doesn't go forward with something more I would let it go.....Good Luck....I wish you the best!
